Google has put forward a comprehensive vision for how governments can maximize the benefits of AI for society in a new policy paper titled “An AI Opportunity Agenda.” The agenda provides a roadmap for realizing AI's full potential through investments in infrastructure and innovation, workforce empowerment, and universal adoption strategies.

Rather than focusing narrowly on managing risks, the opportunity agenda takes a more expansive view. It proposes affirmative policies across multiple domains to ensure AI can improve lives and strengthen economies.

“We must focus not only on harms to avoid and risks to mitigate, but on opportunities to seize,” writes Kent Walker, President of Global Affairs at Google and Alphabet.

The paper notes that while important progress has been made on principles and frameworks for responsible AI, much work remains to proactively harness AI for human betterment. It calls for a holistic approach spanning infrastructure, skills training, and adoption incentives.

On infrastructure, the agenda advocates establishing a Global Resource for AI Research to expand computing power and data availability beyond wealthy nations. It also recommends modernizing legal frameworks to enable innovation, including around copyright, privacy, security and risk-based regulation. Facilitating data flows and digital trade rules is highlighted as essential for developing AI systems using diverse global datasets.

When it comes to the workforce, the agenda calls for updating education and training programs to prepare workers to augment their skills using AI tools. It also proposes robust support for displaced employees through retraining and career assistance programs focused on AI-enabled jobs. Creating a global AI Corps is put forward as a way to provide hands-on AI skilling and experience with the goal of empowering the workforce and easing transitions in the AI era.

To drive adoption, the agenda suggests governments implement AI to improve public services while assisting small businesses and traditional industries in integrating AI. It argues that regulations should be calibrated to enable, not impede, AI adoption across sectors.
